Currently, the main focus of discussions on biodiversity conservation has become the Kunming-Montreal Global Biodiversity Framework (hereinafter – the Programme) adopted in December 2022, as well as Russia's ongoing participation in the Convention on Biological Diversity (hereinafter - the Convention, CBD).
The Programme has become the founding document of the entire global biodiversity agenda and will be submitted for universal use approval at the UN General Assembly this year. It includes 4 global goals through 2050 and sets 23 global targets through 2030. The Programme is a strategic plan for the entire global community for the period 2022 – 2030 and serves as an additional tool for the implementation of the UN Sustainable Development Goals until 2030.
In this regard, it is crucial to have a well-grounded, elaborated national position: alongside with the promotion of Russian proposals it is important to ensure interaction and support for acceptable options from other participants in the negotiation process, primarily from the BRICS countries.
Conservation and sustainable use of biodiversity, as well as access to and sharing the benefits from the use of genetic resources is a cross-sectoral issue and is not limited only to the sphere of environmental protection, but touches upon the issues of agricultural and forestry management, fisheries, infrastructure development, spatial planning, tourism, green and blue economy, pharmacology, traditional knowledge and rights of indigenous peoples, mobilization of financial resources, including the involvement of private capital.
